Prioritizing Stormwater in the Allegheny County Climate Action Plan: I urge the Allegheny County Climate Action Plan to prioritize stormwater management as a crucial and determining factor in our county's climate planning.
Sources confirm that our region will experience more intense rainfall events, with greater volumes of rain in shorter periods. Climate change will exacerbate existing vulnerabilities within our aging and limited combined sewer system. This will inevitably lead to increased stormwater runoff and, consequently, significant flooding. Flooding is my primary concern for our future.
Specifically, I am deeply concerned about flooding in Four Mile Run, a sewershed in the City of Pittsburgh that drains the neighborhoods of Oakland, Squirrel Hill, Greenfield, and Hazelwood. This area is home to an estimated 58,497 people, representing nearly 20% of the entire city's population. With even a tenth of an inch of rain, 25,276 households direct both wastewater and collected rainwater to a single manhole in The Run (a sub-neighborhood of Greenfield). The Run has already experienced serious flooding, and the system's failure presents a human health emergency.
It is vital that developed and designed solutions for this problem are implemented throughout the sewershed, and that flood risk is mitigated immediately for these residents, before the expected steady increase in rainwater due to climate change. Please ensure this and other critical stormwater projects are included in the plan, so our county and city can advance future funding and planning for water management solutions.
